Advanced Technology Investigations is a licensed, bonded and insured Private Detective Agency operating in the State of New Jersey since 1991. ATI has provided services to diverse clientele including many insurance companies and private firms doing business in the State. ATI functions as the Special Investigations Unit for several New Jersey based insurance carriers meeting all of the SIU requirements of the New Jersey State Division of Banking and Insurance.
ATI’s clients include a number of insurance companies, private businesses, attorneys and various professional services. Business references are available upon request and by expressed permission of clients.
ATI takes exceptional pride in the relationships maintained with many law enforcement agencies and regulatory entities both in New Jersey and adjoining states. ATI has the ability to make law enforcement/regulatory referrals at the request of clients in a discreet and effective manner. ATI maintains close professional affiliations with The Vehicle Theft Investigators Association and the New Jersey Special Investigators Association. ATI investigators individually maintain close working ties with the various PBA’s FOP’s, assorted police societies and organizations as well as various law enforcements agencies.
ATI conducts business primarily in New Jersey; however, investigative endeavors frequently require us to work in Eastern Pennsylvania, Northern Delaware and South to South Central New York State.
Employee Biographies
ATI’s investigative personnel are all retired from law enforcement with extensive investigative experience. Personnel receive a minimum of 50 hours professional training and continuing education per year. All ATI investigators are experienced in conducting interviews, taking statements, collecting evidence, analyzing documents and writing reports.
JOHN STROKA, COMPANY PRESIDENT AND OWNER
ATI’s founder and president has over 30 years of investigative experience in both the public and private sector. His professional education includes numerous schools and training seminars conducted by the FBI, DEA, NJ State Police, NYPD and various prosecutors’ offices. Mr. Stroka is currently on the Executive Board of the NJ Vehicle Theft Investigator’s Association.
He is also a member of the National Association of Professional Insurance Investigators Association in the State of New Jersey and a former Vice President of the NJ Chapter of the National Association of Certified Fraud Examiners.
He is a member of the NJ Gang Investigator’s Association and the NJ Licensed Private Investigators Association.
Mr. Stroka was the 2004-2005 recipient of the prestigious Ralph Schreiber Award for outstanding service in the field of auto theft investigations. He is also on the Board of Trustees for the nearly six thousand member Italian American Police Association of NJ and is a member and participant in several other law enforcement organizations and the Monmouth County 200 Club.
Mr. Stroka currently oversees all business operations and maintains open liaison with all client companies.
JOHN A. TESAURO, SENIOR INVESTIGATOR/INVESTIGATIONS SUPERVISOR
Investigator Tesauro was formerly the Chief of Detectives for the Monmouth County Prosecutor’s Office until he retired in October of 2001. He is a career law enforcement officer rising through the ranks in the State since 1976. During his distinguished career he worked on or supervised all categories of investigations including major crimes, white collar crimes and organized crime cases. Investigator Tesauro has extensive training as provided by the FBI, State AG’s Office, NJ State Police and ANACAPA Sciences. He previously served as primary representative for Monmouth County to the MAGLOCLEN Intelligence Network. With his vast experience he has assisted in the development and use of methods of identifying and charting complex criteria in cases that has led to numerous convictions in local, state and federal courts.
Investigator Tesauro graduated Summa Cum Laude from Monmouth University with a degree in Criminal Justice, attended the Human Resources Institute in Princeton and is a State of NJ Certified Public Manager.
Investigator Tesauro has expertise in complex fraud cases and providing hands-on supervision of all ATI’s investigations.
JOHN LUBY, SENIOR INVESTIGATOR
Investigator Luby is retired from the City of Elizabeth, New Jersey Police Department. After many years in the patrol division where he was cited numerous times for excellent police service and valor, he was promoted to the Detective Bureau and then into the Major Crimes Section where he retired with the rank of Detective. He then went on to serve as an SIU Investigator and then SIU Supervisor for several NJ based auto and homeowners insurance carries. He is on the executive board of the NJ Special Investigators Association and is an active member of the NJVTI.
LOU LEGREGIN, ARSON SPECIALIST
Investigator Legregin has been an Arson Investigator for the City of Jersey City for over 10 years and is responsible for performing all aspects of criminal investigations, interviews, surveillance, evidence gathering, arrest and determining cause and origin of all undetermined, suspicious and incendiary fires. Prior to this, Investigations Legregin was a firefighter for the Jersey City Fire Department for 10 years.
CARMEN COPPOLA
Investigator Coppola is retired from the City of Elizabeth, New Jersey Police Department. After many years in the patrol division where he was cited numerous times for excellent police service and valor, he was promoted to the Detective Bureau and then into the Major Crimes Section where he retired with the rank of Major Crimes Detective. He then went on to serve as an SIU Investigator and then SIU Supervisor for several NJ based auto and homeowners insurance carries. He is on the executive board of the NJ Special Investigators Association and is an active member of the NJVTI.
BARRY RILEY
Investigator Barry Riley was formerly a Lieutenant with the NJ Office of the Insurance Fraud Prosecutor where he served since 1987. As Lieutenant he supervised teams of investigators in their endeavors to investigate and prosecute fraud. While climbing the ranks within the NJ Division of Criminal Justice he also served in the Litigation and Analytical Support Unit, field investigator and undercover operative as well as the officer in charge of training. He also served as a criminal investigator for the United States Army, Criminal Investigations Command and as a Military Police Officer. Beginning in June of 1985 and for several years he was in charge of Education and Planning Development for the NJ Division of Civil Rights. He is a graduate of King’s College, has been awarded commendations from the Office of the Insurance Fraud Prosecutor in addition to the prestigious Director’s Award while at the Division of Criminal Justice. He has also received commendations from the U.S. Army in 1980, 1982, 1984, 1985, 1988, 1991, 1999, 2000 and 2001.
